The angle is taken using a left-over fingerboard piece and the bridge. Btw most of these techniques come from Martin Koch's Building Your Guitar.

A 1:1 template of the pocket is made.

The template is put at an angle with two shims.

This is the result.

The final angle is dead-on right. The lowest possible bridge height corresponds to the lowest possible string height (strings touching the fingerboard without frets).
